Dianna Bordewick, M.D.
Board-Certified, American Board of Ophthalmology
“I chose ophthalmology to improve people’s lives in a very tangible way. Vision is such a huge issue in terms of quality of life. As a refractive surgeon, I can make a difference in so many lives by restoring a high level of visual freedom to my patients. And I know they appreciate that from the positive feedback I get almost every day. Satisfied patients talk about how they can do things they weren’t able to do before. They can resume hobbies, focus better at work and, generally, just see the world through new eyes.”
Bringing the Best to the Midwest

Staff Members
Tim Flynn
Refractive Surgery Specialist
Tim Flynn joined the refractive surgery team in January 2007, bringing with him a strong sales and consulting background through his years as a financial service representative and a manager in an office environment, buying and selling steel products. As Green Bay Eye Clinic's newest refractive specialist, Tim learned the ins and outs of refractive surgery--the scheduling process, patient consultations and phone inqueries, corrective procedures--on the job and in a very short time span. Tim's outgoing and friendly demeanor, Supervisory Management training attained from Northeast Wisconsin Technical College, computer applications knowledge, and attention to detail have all contributed to his success. Tim brought a fresh perspective to the department and has developed PowerPoint presentations to help with the patient education process. As a lifetime resident of Green Bay, Tim is an avid Packers, Brewers, and UW fan. He also plays on a variety of local sports teams and officiates recreational and school sporting events. His family includes his wife and a twin son and daughter. Even with his active lifestyle, Tim still manages to find time to do yard work, listen to music, and rusticate at his cabin.
Mary "Bobbi" Luberda
Certified Surgical Technician, Supervisor
As a graduate from the Northeast Wisconsin Technical College Surgical Technician program more than 25 years ago, Bobbi Luberda worked in area hospitals assisting for general, plastic, orthopedic, and cardiac and thoracic surgeries. In 1985, Green Bay Eye Clinic, with its five surgeons, employed Bobbi to assist in all the eye procedures performed at the clinic. As the number of surgeons at the clinic grew beyond Bobbi?s solo abilities to assist, new hires were added to help carry the load. Bobbi has retained her hospital privileges over the years and continues to assist with all ophthalmology cases. In addition, she now coordinates the scheduling of staff for 11 surgeons. The fact that Bobbi has had the same staff working under her for more than ten years says a great deal about her managing skills and her compassion and rapport with those around her. In addition to her leadership role, Bobbi is also responsible for the ordering and repair of equipment, and she is a contact for technology representatives and engineers. Bobbi is versed in sterile technique and is certified to operate computers, lasers, and equipment used in various eye surgeries. On the weekends, Bobbi and her husband chase their two teenagers from one hockey tournament to another and head out camping when possible during the off-season. Bobbi thrives on the hustle of her world and stays physically active by walking her dog and working out.
Joyce Rottier
Surgical Technician
Joyce Rottier is no stranger to an operating suite and sterile technique. In 1993, Joyce was invited to join the Green Bay Eye Clinic's staff after working 26 years at St. Vincent Hospital as a surgical technician in EENT and plastics. She graduated from the very first Surgical Technician Class ever offered at Northeast Wisconsin Technical College in 1968. Joyce is one of the sweetest, most caring individuals, who secretly sends up prayers for each of her surgical cases. Having had no experience with computers for most of her life, Joyce has recently discovered the excitement of working with a keyboard and monitor as she inputs patient data and calibrates laser technology. Now working mainly with cataract, retinal, glaucoma, and refractive cases, Joyce is looking forward to retiring in a few years so she can spend time doing the things she loves: playing with her six grandchildren, knitting and crocheting, gardening, and most of all, gambling!
Tara Silbernagel
Refractive Surgery Manager
A previous teacher and coach with a Secondary English Education degree from UW-Green Bay, Tara Silbernagel transitioned from the educating of children to that of the refractive surgery patient in February 1999. Owing to her diverse educational and retail background as well as applied refractive surgery experience gained over the years, Tara ascended the ranks and assumed responsibilities as department manager in January 2007. Tara has become a positive role model for her coworkers and is widely utilized throughout the refractive practice: scheduling, instructing and preparing patients for surgery, operating laser and scanning technologies, analyzing raw data and database reports, and overseeing marketing and web site administration. Her soothing voice and recognizable laugh have made her a comfort and favored distraction for patients, and her technical knowledge has allowed her to become the go-to person for troubleshooting and equipment issues. Tara has also been instrumental in the creative writing of the clinic's brochures, letters, web pages, and various advertisements. Outside of work, Tara runs a direct sales business selling jewelry by Park Lane. She also sings in two local choirs, is a city-recognized honor bowler, manages and plays softball, and organizes two area youth baseball leagues. Tara unwinds late into the night, spending time with her husband and dog, reading and watching taped TV shows.
Kim Tappa
Refractive Surgery Patient Care Coordinator
Kim Tappa joined Green Bay Eye Clinic's staff in October 2000. Kim's favorite part of being a refractive surgery coordinator is the one-on-one patient consultation; she is quick to pick up and use technical facts, and her years of optical experience have given her a solid base for catering to patients' specific eye needs. With an orderly nature and methodical thought process, Kim is also involved in creating checklists and documentation standards, which is crucial for the advancement and regulatory organization of the business. She has established communication practices for co-managing patient care and services with area optometrists. Working as the clinic liaison, her creative background is beneficial as she develops and coordinates referring doctor events, staff training, and educational promotions. Kim's degree in Communication is from the University of Wisconsin-Stevens Point. With one high school and two college-aged children and their cat, Kim and her husband lead a very active home life. Her extra-curricular activities include gardening, photography, and decorative painting. She also enjoys downhill skiing and party/shower planning with family and friends.
